After looking through a few possible anti-spam plans the best I can see is chargin people to send emails. I don't really know how to administer it but if you charge a small amount, say 1c for each email. This wouldn't really effect the average user but to the people that spam sending thousands/millions it would become ecomically impossible to continue sending it?? I know the idea isn't perfect but it would have an immediate effect on the amount of spam.
