If you want to sell devices with Leon2 inside it you have to pay money to the owner of the code.
Also its LGPL. All modifications have to be sent back to the owner of the code.
But it is a fine piece of VHDL Code.

Hardware is never really free. If you want to use something like CANbus or I2C you have to pay royalties. Even MUX'es have to be paid (to generate data/strobe signals in high speed serial lines)
