In Belgium we've always had them, and to me this discussion is weird.
You should think about the consequences of not having them, too.
For instance, this procedure to sign your creditcard : very convenient for those that 'acquire' them somehow. I never do, but then: I can always prove what my signature looks like : it is on my ID-card.
