The only possible reason to inform Bush and the only thing he could possibly understand is that they found oil on Mars and they are giving him a few weeks to create a bill to open up Mars for drilling.
Either that or they detected frozen urine from an Al Queda base.
If it is either of these events, NASA's budget is going to soar.
