This is a complex problem. People prefer spreadsheets over almost all other types of applications because they can see what happens. In other applications, such as ERP, the numbers go in one side and financials stream out the other. To the average user, most applications are a "black box".
I would suggest a size limit on spreadsheets, the huge multi-gigabyte ones are the real liability. If more complexity is needed, use a new spreadsheet for each step, and tie each one back to some benchmark number that is NOT spreadsheet based.
