I wonder why AT&T has been so helpful to the NSA in their "investigations". Perhaps their were backroom deals regarding recent net nuetrality hearings that would have bettered the position of AT&T in that particular bit of legislation Perhaps we should be careful to see how much certain institutions have to gain politically before we allow them to set cookies? .
In all seriousness however AT&T owns if not the largest one of the largest fiber-optic networks in the country. It does provide one plausible answer to the question "Why would AT&T spy on its own customers?".
