as the author says, the context of the bug(s) is very important and that decides whether the software gets shipped with the bugs or not.
releasing the number of bugs to general public would cause severe negative publicity for the software coz the average joe bloke would get something like "This software xxx bugs". The statement does not tell whether these bugs are show-stoppers or just minor glitches. releasing extra info like severeity/priority would be too much info for an average bloke.
Vendors do have a known issues link in their websites or product manuals(some at least..). even this can be misrepresented by a statement like "...has some issues with Windows XP"
So, it is upto the vendor to decide fairly (for themselves and their customers) what bugs can be shipped and what can be revealed..
