The combination of SVN + TortoiseSVN + PushOkSVNSCC (Visual Studio Integration) is unbelievably hard to beat.
Subversion does have a decent SCC connector = check out http://www.pushok.com/soft_svn.php. We use it for commercial development and it works great for us. Cheap too. (These guys also have a CVS SCC provider).
