We do not know all the effects this will have, but I really do think that the intention behind this has more to do with helping companies prosper than it has to help consumers. In one sense, this could amount to censorship of certain websites if they cannot make steep payments. The price of internet today is low and keeps dropping, and those who cannot afford it have public libraries.
