I experienced this issue after upgrading to the Windows 10 anniversary edition (build 1607) several months ago.
After pouring over various forum posts, disabling 'fast startup' in the power options seems to have fixed the issue for me.
Alternative fuels have always been repressed by the US government and big
auto makers because of the global dependence on oil. Do you think it has taken

Back in the late 70's there was a little know company called AMECTRAN, that a
the first production ready electronic vehicle that could go 80mph, had a range
of 100+ miles, and costs less than $10,000. Electric cars suck? Yea right! Take
