As for not being allowed to coast, I think the whole idea is to achieve a high fuel efficiency. If you can take advantage of momentum and gravity, why wouldn't you? People don't tend to step on the gas if there's a red light straight ahead, or if they're going downhill. Also, hybrids cut their engines when they're fully stopped to reduce fuel usage.
