You're right that the French government is kind of protective about their culture. However, I think this is mainly due to the fact that the vast majority of French people, and even more European people in general, are opened to foreign cultures, and that their native culture is more affected by foreign cultures than the American one.
For instance, in most of the european cities, you'll find a couple of cinemas where films are showed in their original version, with sub-titles. And when they're not in original version, they're post-synchronized.
Compare this to American cinemas, where most of the films are american, and where foreign films are simply re-made by American directors, with American actors. There are a LOT of french films just copied by Americans, which make Americans think that there are no foreign films.
Why are foreign films not sub-titled or post-synchronized for Americans? Well, because most of the Americans just don't know that there are other cultures in the world than the american one, and they're too lazy to read a text and try to learn another language than American.
Don't know much about the others, but JSP is not a scripting language. It's a technology that let's you write dynamic web pages using plain HTML (or XML, or anything else) and scriptlets and custom tags.
Scriptlets are small pieces of Java code (and Java is NOT a scripting language), and custom tags are, well, parameterized tags, looking like XML tags, and that execute some pieces of Java code.
The article is informative, but isn't complete enough, and its title is not correct. It also doesn't mention the possibility of using custom tags, which makes the JSP coding much easier and really separates the presentation code from the business code.
BTW, I'm not sure the API of ColdFusion could really compare to the Java one (Is there a bigger API than the Java API?).

I'm a European, and as most of the online Europeans, I live in a city. And as most european cities, my city has a beautiful downtown area where I can easily go (walking, in a bus or a metro, or in my car) and where I can find a LOT of shops. So, why the hell would I buy some clothes online. It can only bring me problems:
It's probably more expensive (shipping, etc.)
The payment is potentially insecure
I can't see the clothes correctly on the web site, and I can't try them
I don't know if and how I can send back the clothes
I have to wait before to get them
And the same goes for a lot of things. For example, I can't have a look at good look at a book online, and it's rather difficult just to discover other books. All, that, combined with the fact that my phone provider is way too expensive, and you will understand why Boo.com will not work before a long time. BTW, has Amazon.com ever made any profit?
