The point circletimessquare seems to be making is that if the financial institutions were held liable, they would more actively address the problem of identity theft, and that they have a much greater capability in this regard than does the consumer. Whether this is correct or not, your response arguing that passing laws doesn't eliminate crime doesn't really seem relevant.
Is it possible that this is the case because Firefox users are typically geeks who have a much harder time getting laid, rather than having better computers?
