In Canada, a driver's license is an official piece of ID however, you are only required to show it if you are driving.
I don't drive, and I don't have a driver's license. I was once hassle by cops suspecting I was a terrorist because I was taking pictures of the old city buses that were still in service at that time. A very pissed coppette (120 pounds of hot pure bitch) asked me for ID, and I handed her the birth certificate I carry around.-- That's all you have? she asked.

A SCUBA diving backpack...I made myself a SCUBA-diving backpack. A machined stainless-steel plate designed to hold a SCUBA-diving tank and a buoyancy compensator bladder.

With a friend, who had access to a machine shop, we made several plates, and I added the webbing and two tank straps. Another friend had the bladder custom-manufactured in Italy.
Total cost was less than $80 (without tank, regulator & console), which is not bad compared to the retail price which would be in the vicinity of $700-$800.
