There are other alternatives...
Although I applaud your intent to build a CMS out of a base set of open source components such as Jackrabbit and Lucene, I agree with your management that the prospect may seem daunting and may not be something that can be implemented in a "reasonable" time-frame.
What would have probably helped is if you had offered additional choices beyong just "build vs. buy".
Assuming you were looking for Java-based solutions, two open source Java-based CMS's come to mind:
Alfresco (GPL): Uses JSR-170, Lucene, jBPM, OpenOffice, ImageMagick

Nuxeo (EPL / LGPL): Uses JSR-170, jBPM, Eclipse

I'm sure there are more alternatives out there both in Java and other platforms (such as PHP).
In the case of these two, you management would've been pleasantly surprised to find fairly complete applications that are not just open source, but also supported by the companies behind them. This would mean that they would be able to get the features they're looking for for a much more reasonable price than what's charged by "proprietary" vendors.
I don't know if it's too late to introduce your management to more options, but I hope this helps nonetheless. -

They do exist
There are a few out there. Alfresco http://www.alfresco.com/ looks the most interesting.
I agree though, doing a CMS in PHP is such a kludge, it would be good if there were some good solid java alternatives that could match the ease of use of something like Joomla or Drupal. Something using of the of popular frameworks such as Tapestry would be good as well.
As for hosting, there are plenty of VPS services out there that are quite cheap and host server based java applications just fine. -

alfresco is the solution you are looking for.
Document management system that is Enterprise class and provide all the versioning, check-in check out, web and cifs interfaces, massive metadata capabilities. I can't even cover all the features it has - it will solve the problem you describe, by implementing process around document creation and automating alot if it. its at http://www.alfresco.com./

Sharepoint is pretty cool I admit but there are a number of other open source tools out there, such as http://dev.alfresco.com/; which are free, and don't require a license for Windows 2003 server or SQL Server. Alfresco also supports CIFS (Common Internet File System) to "emulate" Microsoft Shared File System.
