The banks already factor in insurance to everything you named. Insurance pays for fraud losses. The insurance pays today based on future promises which themselves are insured against default. Long story short: new money is created to cover fraud like this. No one loses. Free lunches abound in finance.

If you really want equality and not just some token feelgood bullshit, let's start with eliminating "maternity" leave and turn it into "parental" leave, with mandatory equal times for husband and wife.
This is something that will most likely benefit men as well as women.
It's also something feminists have been going on about for quite a while.

How did this get modded insightful?
The FDIC shuts down banks (and this is only to ensure that depoistors get as much of their money as possible so that the FDIC insurance doesn't take too big of a loss). The Fed has (as far as I can tell) shut down one bank in its history -- in 2011 -- well after the height of the crisis.
This took me five minutes on google.

Absolutely correct - it's a cool idea with many advantages, but it only works at the regional level and requires a partnership with all the local banks.
