Yes you can I'm kind of surprised more of a market doesn't exist actually. Governments and military shouldn't be using closed source devices from Chinese companies. Seems like it would be in their interest to toss a few million into open source projects that let them develop drones which have the feature set and reliability they're interested in without worry of the devices "phoning home" or being bricked when they're most needed.

Here's a crazy ideaA DJI Phantom is just a bunch of motors and sensors controlled by a small computer running some software. If the military doesn't trust the software then flash it, or rip the board out entirely and make a new one. I'm sure the industrial military complex can scrape a few engineers together to build a replacement board and software that runs on it.
There is even mature open source drone software that could be adapted easily enough and is already in use in commercial drones and even in places like Boeing and NASA.

Does ArduPilot run on the DJI hardware, or are you simply telling DJI owners "buy another hardware"?

Meanwhile..
we have the open-source/DIY community doing pretty much the same, having the ability to do complete fully autonomous vertical takeoff, transition, mission and landing scenarios for over a year now. All at a fraction of the cost. http://ardupilot.org/plane/doc...
