Developer Shed, Inc. Communities
The Developer Shed Network[1] is a whole slew of sites and forums run by the same people (Jon Caputo and others). They have a lot of nice tutorials/articles, as well as various forums such as ASP Free[2], which is dedicated to Microsoft-ish technologies; and Dev Shed[3], which is geared more towards free and open-source technologies such as Apache, Linux/*BSD, XML, C/C++, MySQL/PostgreSQL/Firebird, PHP/Python/Perl/et al.
Trust me on this last one. I'm a moderator on many of the forums there and the people are always very helpful, polite, and (in most cases) respond to threads rather quickly.

Could you provide a reference to the particular law and section? It is my understanding that reverse engineering is not only legal in most cases, it is even protected. It's only a few rare exceptions that are illegal such as (potentially) EULA restrictions and creating software that bypasses copyrightprotections, thanks to the DMCA.
Unless this guys is violating his EULA, I'm not sure where the violation is. Still, it is good to check with a lawyer.

What system are you running?
If you're running Windows, the easiest thing to run ASP in is IIS if you're on XP/2000, or its little brother PWS on Win9X/ME. (They're free for playing around with.) Note: Neither is available for XP Home.
