You're assuming that he's alluding to the fifth amendment, the Miranda warning is just a notification of it, but according to the Canadian Constitution and the Canadian Charter of Rights and Freedoms you have the right to remain silent in Canada as well. You also have the right to an attorney (counsel).
Not that it matters when you're in Customs. Your constitutional rights (mostly) don't apply in customs, in the US or Canada.

What a coincidence!
On the heels of a terrorist attack in Boston, and after calmly watching these guys for over a year, the RCMP make arrests just as the Canadian government just happens to be debating a new anti-terrorism law in parliament. For certain political interests, it seems rather convenient to have the al-Queda bogeyman appear in Canada at this precise moment.
FWIW, we have seen precedent for the Prime Minister's Office (illegally) influencing the actions of the RCMP.

They seperated about 25 years ago from the crown.
Part of the rich legacy of common law that Canada inherited from the Crown are:
Writs of assistance . Senior officers of the RCMP still carry the very same universal search warrants that were one of the causes of the American Revolution.
Cats may not be restrained. To combat the rats that caused the Black Death in London in 1665, Charles II ordered that cats be allowed to roam free. This decree has the force of law in Canada and municipalities cannot issue cat licenses.
