I've only played the demo, but I've loved them ever since reading their IGF entry (http://www.igf.com/php-bin/entry2009.php?id=420):Blockland is a non-competitive multiplayer online sandbox game where players can build with interconnecting plastic bricks which are similar to, but legally distinct from, legos.

Blockland was already doing this in 2007
Blockland is more LEGO-like than Minecraft, and has been doing this since 2007.
Vehicles and a character designer are the main advantages that Blockland has over Minecraft.
What it lacks over Minecraft is you don't craft stuff so much as interact with bricks in the environment.The lights and guns and bows and what not are a nice touch though. It feels more like the LEGO Starwars/Indie games than a Minecraft clone.

Blockland is similar, but more interesting
In recent months I've been playing Blockland. It has the similar lego/blocks aspect in it, but frankly it's a lot more interesting than what Lego MMOG sounds like.
Basic gameplay idea is that you're a small "lego" guy. You don't need to collect the blocks, you can just select them from menu and build whatever you want. You can do this with friends in multiplayer too.
But what's more fun is that the game has great support for scripting, macros, minigames, weapons and vehicles. There's tons of mods and user-created content. Different servers also all have different kind of gamemodes as they're all build by the players. There's the normal deatchmatch, tdm, ctf, zombie survival, portal games, racing and jail and city building RPG's. Some server owners concentrate on making a beautiful place (it's quite amazing what some have done) and some fun mess-around places.
Because of Blockland, I feel like Lego is seriously missing something here. It's not really that fun for long to just collect bricks and then build with them (actually the collecting part sounds awful already). In Blockland most of the gamemodes are accompanied with the building part. Some of the dig digging ctf/tdm servers are truly great, as it allows you to dig tunnels under everyone even as far as to the enemies base, or you can build better defences to your base or even surround the capture-the-flag point with a bunker.
Lego was earlier in talks with Blockland authors to make it a Lego MMO, but looks like they went the more boring route

Now don't get me wrong. I do love games that are extremely moddable and with community. The recent days I have played Blockland, which has almost fully community driven multiplayer and addons. Every server has a its own characteristic, map and gameplay. And I've enjoyed it greatly. Even started making my own map and scripting a gameplay on it because that game actually is what I always wanted as a teen, a place where you can create things, destroy things, shoot, and create your own game.
It's a great community too. Small, but good. But that's the thing most likely. Community driven things work better when they're small. MW2 is a huge game. While we would definitely see great things from customizations, I would think it would most likely be in the cost of overall fun that it is now.

It's been done already anyway, they better have something good up their sleeve because Blockland already did something incredibly similar and just out of bounds of copyright infringement... and it was mega-fun. Still is.

Blockland
Personally, I think that a simple multiplayer Lego game (like Blockland) would make more sense than a Lego MMO.

I believe there's program that lets you build with virtual Lego, but it's not a 'game' it's more of a modeling environment.
As mentioned above, for interactive building fun in a FPS environment, there's Blockland, or if you prefer, Blockland Mods. The former is the base game, with basic bricks; the latter contains lots of user-created additions.
For offline, more systematic virtual Lego, you can't go wrong with BlockCAD, which is just what it sounds like, and is perhaps what you're thinking of.
