Are you simply trying to distract from the conversation by bringing up other disasters? Bhopal had nothing to do with energy production, via wave, solar, wind, or nuclear. Maybe we could bring up the 2004 tsunami in SE Asia too? I mean, it at least has the word "wave" involved in it.... and if you're really fucking stupid, you might conflate that with the production of energy via wave/current... but you'd have to be really fucking stupid to do that...again... -

A tsunami created by an earthquake doesn't equal electrical power generation using waves/ocean currents... it's a random fucking act of nature. Project specifics - still needs permits
If people are interested, the specifics of the project area (including environmental reviews) are listed on the Bureau of Ocean Energy Management webpage. Commercial Wind Leasing Offshore Rhode Island and Massachusetts They also have a handy NOAA nautical chart overlaid with the areas where the turbines can be located showing shipping lanes and fun stuff like known unexploded ordinance/torpedoes NOAA Chart pdf. NY governor "approval" doesn't get them much of anything except securing financial agreements. They will still need to get special permits from Department of Interior/BOEM (National Environmental Policy Act, Army Corps of Engineers underwater construction permits, EPA (air permit), and NY state Public Service Commission (electric transmission cable) to actually start constructing. Not to mention actually carry out surveys to determine suitable placement locations of the wind turbine trunks.

TFA explains that Obama is using the Outer Continental Shelf Lands Act. Presidents from both parties have used the Act in the past.
Trump can't just take office and reverse it. In fact, it's not clear just how he could, because there is no legal precedent. The Act contains no prevision for reversals, so presumably Trump would have to go to court. And that could take years to play out.

"The President of the United States may, from time to time" means at his pleasure. Trump can release the withdraw on day 1.
for example;
The President of the United States may, from December 20, 2016 to January 21, 2017, withdraw from disposition any of the unleased lands of the outer Continental Shelf.
