More detailed investigation tips.
Just run the speed test against another node in another country or state. That would indicate if the ISP is slowing down explicit traffic or not. Even better to run a bandwidth test with a less common service than Speedtest. Like http://www.bredbandskollen.se/ (You can switch from Swedish to English on that page). Just be aware that the further away the server is the more likely you'd get bad figures since you have to share the channel with others.
Also try to locate the speed test servers on the same net as the service you like to access, that can also give you a good indication if it's throttling or just shitty network.
On YouTube you also can right-click on the video and select "Stats for nerds" to see the connection speed as well as dropped frames.
Tools like traceroute (in Windows tracert) and ping are your friends. hrping is an alternative to ping.

If you can - also look at if there are ping responses from the net using wireshark. Look for source quench messages. However those are usually presented to the streaming service and not to the client unless you do an upload of data.

We have had it for quite some time in Sweden
The internet registrar that manges the Swedish top lever domain,
.se, has done a similar thing for a couple of years now. Crowd sourced using an app for iPhone/iPad as well as Android.
They have a cool map where you can see mobile coverage and connection speed in Sweden. Intrestingly enough it also covers a large part of Europe, probably swedes on holiday.

I think there was one provider overseas who stated that they intended to offer 100Mb/s to the customer.
There are several providers here in Sweden that offer 100 Mbit/s connections. I have such a connection, for which I pay some $20/month. When using the broadband test service operated by the Swedish Post and Telecom Agency, I routinely get around 90 Mbit/s in both directions. I've gotten around 40-50 Mbit/s when downloading stuff from US web servers, so the capacity is clearly not just within the operator network.

We've had it for years
The Swedish Post and Telecom Agency has had a tool for testing your connection available to the public at http://www.bredbandskollen.se/ for a few years. It's open source and you do the test in your browser.
