Isn't this exactly what marketing research companies have done before. A quick web search says

No, this is another case of not reading the claims. The patent claims go into confidence metrics and applying advertising criteria based on those metrics. Now, maybe there's other prior art out there that teaches that element, but your link is the equivalent of saying "Tesla got a patent on the power train in the Model S? But isn't that really just a Ford Model T adding '... with a battery'?"

There is another problem that different areas in the country are usually guaranteed to vote for a particular party. A company called ACORN have categorized the population into different Demographic Groups. Anyone in the public sector or at or below poverty level and minimum wage is guaranteed to vote Labour in order to keep their jobs or council housing and benefits (The Benefits Industry). Anyone who financially well off and in the private sector is guaranteed to vote Conservative. Anyone who isn't in these two categories will vote for the other parties (UKIP, BNP or Liberal Democrats). Labour have been trying to manipulate immigration policy and housing to flood previously safe Conservative seats with Labour voters.

Labour party seats tend to be in high density council housing, while Conservative seats are in rural or suburban seats. Since the electoral commission tries to keep the proportion of the population represented by each MP at around 40,000 - 50,000, this means that Labour gets more MP's, even though a demographic map of the UK shows the majority of the country supporting the Conservatives. At the same time, Labour are encouraging the conversion of suburban housing into high density housing through the use of "garden grabbing".
A quarter of all families in central London are single parent mothers... Other deprived parts of the country approach 50% of the population working in the public sector. If you want to check up on the demographics of a particular area, check the Acorn map.

Both Labour and Conservative have become middle-of-the-road capitalist socialist parties who chase after the swing voters, identified using A Classification Of Residential Neighbourhoods (ACORN). From this, they know that there are some segments of the population who will always vote Labour (the immigration/state benefits industry) and other segments who will always vote Conservative (business owners), so they will never change. Instead, they go after those voters where a small change in taxation can make them believe they are financially better off or doing something for the environment.
We've got other parties such as the Liberal Democrats, the BNP (British National Party) and the SNP (Scottish National Party) as well as independent candidates (frequently voted in whenever a large hospital or good state school is threatened with closure). -

Have a look at the ACORN classification for the distribution of wealth in the UK.
Marketing people seems to like to have nicknames for each segment of the population.
Affluent Greys, Flourishing Families, Prosperous Professionals, Educated Urbanites.
Struggling Families, Burdened Singles, High Rise Hardship, Inner City Adversity.
And the current British government is known to target policies that attract swing voters.
