You still don't understand. Read California's Comprehensive Annual Financial Report. If you don't believe the link posted above, just go to the state's own website and read it there.
There is NO need for any cuts whatsoever. They actually have billions in surplus that the sheeple never know about. Like I said, they are lying to their own citizens.
While you're at it, read the CAFR for New York. CAFR NY

they should spend the excess money they already have. They are lying to you, people.
Will everybody just go look at this? There's information there on 37 states. Remember it's not counting excess money held by counties and cities.

Even California has a surplus. The ruling class (politicians both Dem and Rep) want more of your money. Taxes are about power and control. That's why your freedoms are disappearing.

This is totally off topic, but look at the report at CAFR.
In short it says: "The State of California at the State-level has approximately $63.39 billion of the taxpayer's money it is not using, i. e. surpluses equal to $1,790 for every man, woman and child in California or $7,158 for a family of 4. This does not include all the additional surpluses that exist in the school districts, cities, or counties in California."
This is not made up - the information comes from the California State Controller's Office. Read the report and then get mad as Hell. They are struggling alright; struggling to get more of your money! Bunch of damned crooks - Democrats and Republicans alike. -

See if they are telling the truth on the state of their revenue. Some places they have the (more or less almost truthful)info available, other places they trot out utter enron-esque rubbish to show the rubes, so they can claim poverty and up your taxes. Simultaneous Budget Deficits/Shortfalls AND Financial Surpluses
This is the most deceiving topic that governments, politicians, and the news media have conveyed to the public about governmental financial matters. In realty, a government can simultaneously have a budget shortfall and a financial surplus of the taxpayers' money.
A budget is an estimate of the amount of money to be received and the amounts to be spent for various purposes in a given time. It is a planning and monitoring document. It matches revenues (income) and expenditures (expenses) for a given period of time which is usually one year for most governments. It does NOT demonstrate the financial condition of a government.
You continually hear the phrase "budget shortfall" or "budget deficit." What this means is that projected (planned) expenditures will probably exceed projected (planned) revenues. When this happens, governments immediately want to raise taxes and/or reduce services regardless of the financial condition of the government. It works every time.

No need for Taxation ever again
The accumulated total of off the books assets held by the aggregate federal, state and local governments is currently in excess of 60 TRILLION dollars. At a modest rate of return, there would be no need for any further taxation anywhere in this nation.

Essentially, the annual budget is based on income (revenue) v expenditures. When there is money left over at the end of the year, it gets transferred off the books into one of many "funds" held by the multi jurisdictional municipal corporations that masquerade as government.
