One of my more cynical thoughts is that we should give everybody a Hummer. Lets burn up all the oil and get past this stage of development as quickly as possible.
Once there is incentive to change, change will happen. But now, since people only see the perfect solution of our blinder restricted vision, we're stuck with status quo.
I know there was an article a while back about Canadian trucking Co. using an electrolysis rig to generate hydrogen which in turn fed into the engine producing significant better fuel combustion and mileage and much less pollution emissions. Something like 20-30% better. Which as you suggested, pays for itself *very* quickly in terms of long haul trucking.
This article is even a no modification setup...just bolt it on and hook up power.

Hydrogen Fuel Injection system increases efficiency of diesel engines by adding small amounts of hydrogen to the combustion chambers. Burning Hydrogen increases the temperature, burns most of the particles that are normally released into the air from the diesel engines and increases fuel efficiency by 10%. This allows (bio)diesel engines to be at least as clean as petrolium fuel engines.

Note the word gases, plural stong implication that both H2 and O2 are inputed to the manifold of the engine. My industry sometimes uses H2 O2 gases for welding, the gases are generated elctrolyticaly and delivered to the torch handle combined, frequantly the gasses are passed thru ethanol to cool the flame down from it's normal 5000 K temperature

It seems my initial analysis is way off and rather than adding energy to the reaction the hydrogen is used to get the most out of the diesel fuel (i.e., burn it completely). It says it only uses ~15 amps of electricity which is the equivalent of the headlights drain on the truck, so certainly it is a rather insignificant amount of hydrogen being added to the combustion chamber.
