So looks like unit confusion on the journalist's part for sure.

First, hit up people involved in the creation of a successful project: Click Network, Chelan Fiber, or UTOPIA.
Figure out the goals of the community leaders in the area in question. Gather the pros and cons, and write them up in a way that satisfies as many points of view as possible. Try to approach it in a manner which incorporates the typical talking points of local groups who might oppose it.
Lastly, get out and talk to people. Local politicians are usually very sensitive to pressure from within their electoral districts, much more so than state or national politicians.

Yup, they screwed the pooch there.

The system has been built-out using local bonds, and is now being restructured so that it and future improvements are self-sustaining financially. $45/mo for 50Mbps symmetrical isn't bad for a rural area, and you have a choice of private service providers; the network is provider-agnostic.

Here's an example of rates in the only area I know that has these sorts of rates. http://www.chelanpud.org/rates.html They don't have competing generators (and in their case both generation and distribution are essentially covering fixed costs). Power's cheap in parts of the Northwest (which is why Google, Yahoo, and Microsoft are all building data centers there).

Actually, at least he Rocky Reach dam was NOT financed with government subsidies. Look here http://www.chelanpud.org/hydro/rr/ROCKY.htm.
For those to lazy:
The Project was financed through the sale of revenue bonds. A revenue bond is a pledge of future revenues generated by the project to repay debt. No tax money was used. emphisis mine The revenue bonds were sold by the PUD, not the government. The only tax dollers in this project were by the Army Corps of Engineers who did the original study for the dam location.
BTW, I am to lazy to check the other damns owned by the Chelan and Douglas county PUDs.
