We can pressure Congress
One pressure group is running a petition drive to ask the new Congressional leadership to require paper legally, rather than having us trust the wisdom and honesty of government agencies:

Democracy for America, the follow-up to Howard Dean's Dean for America organization, is running a "Put paper ballets on the agenda" drive right now. They want people to tell Nancy Pelosi, as the future Speaker of the House, to make this a priority for next year's Congress.
So if you care about this issue, make sure she hears about it!
For what it's worth, I filed testimony in the EFF lawsuit, OPG v. Diebold, where Diebold was suing kids who (like me!) posted to the Web copies of some Diebold memos in which you can read about Florida precicints with negative 16,000 votes for Al Gore and Diebold "upgrading" the software to uncertified (read: "illegal") versions in California.

The worrying thing about Dean and the Democratic party in general is that they've misunderstood the power of the internet and decentralized organization. They see it in terms of collecting money and volunteers to send to campaign in other states. But that's a foolish plan--people are alienated by out of staters coming to convince them to change their minds, as Dean should have learned in Iowa and Kerry should have learned in Ohio. Instead, internet resources should be aimed at getting people engaged in their own communities--whether its just getting people to volunteer in their own neighborhoods or even encourage people to run for local offices.
Hmm... haven't noticed DFA, have you? Because that's exactly what they're doing. -
Joe Trippi and his book
Having been a sysadmin during the campaign I can't help but question most of the words that come out of Joe Trippi's mouth. The sad truth is that if half of the people here, Trippi included, focussed more on the campaign than on their personal career, we might still be in a campaign now instead of the political action committee, Democracy for America.
The truth is hard to find in Trippi's book. Even in my personal case; I built blogforamerica.com and Matt Gross gets the credit because that's the way the political game works.
Joe can be right just as often as not, but before we go taking his words as gospel I suggest we look behind them a little more. -
Re:Stamp of totalitarianism
The solution to the Catch-22 problem is don't play the game. Don't obey any laws passed by these people, disobey any order or any ruling of authority as a matter of principle. As Americans, you're supposed to be free. Prove it by revolting against unjust laws.
Yossarian tried that solution in the book, and it didn't work: Done properly, civil disobedience is a powerful way to protest unjust laws -- and by done properly I mean that you announce your intent to break the law, break it, and then publicly and willingly suffer the consequences -- but the solution to Catch-22 laws is to repeal or strike them down and replace the legislators who wrote them.
Laws like the "PATRIOT ACT" are attacks on America from within. They seek to turn America from a nation ruled by laws -- by checks and balances and limited government -- into a nation ruled by fear. They grant more power to the powerful, and seek to prevent a well-informed populace by denying us information.
If we respond by abandoning the playing field, and we fail to defend the rule of law from these aggressors, then we've given up one of our most powerful weapons without a fight. The law is, and should be, on our side -- the PATRIOT ACT didn't overturn the First Amendment, and the ACLU (as always) is out in front aggressively defending our freedoms.
