Re:Who is the idiot who posted this?
The rumor is they're reporting "external network issues" if you make it through the call center.
It is not DNS (I don't know why people say that would be reported on, but not explained in even a garbage written in the future Newsweek article), I timeout, not host not found.
It appears to not be just Comcast (this map is pretty similar to Comcast's http://downdetector.com/status...).
No incoming phone, people are claiming TV out, outgoing phone is fine, and internet is hit or miss.

Re:No, it isn't
It could be an outbound issue, like a DNS server. That would also explain why the outage covers multiple regions.
It was only certain sites. Sites that had their own CDN's like Facebook and Steam were fine. It may have been a Level 3 issue. There were two interesting things reported via twitter:
Comcast indicating "external network issue": https://twitter.com/comcastcar...
Level 3 indicating "our network experienced a disruption affecting some IP customers due to a configuration error": https://twitter.com/Level3NOC/...
Further evidence of outage, outage statistics from DownDetector:

Need an Up detector
There needs to be an alternate site that tells you when a site is actually up. Outlook.com seems to have so many outages that it seems easier to track when it's up rather than when it's down.

So did Cricket Wireless and AT&T
I'm not sure of the total duration, but Cricket and AT&T both had major, multi-hour outages on Thursday starting about 4:15 p.m. Eastern. From the chart below, it looks like the majority of it lasted...about 7 hours.

Things that make you go "hmmmm...."
