I know you're in a shared house so your choice of ISP might be limited (your house might have that TV On Demand package I've seen advertised) but there are (is?) a wealth of much better ISPs out there.

Wrong Approach
Here's an independent UK ISP ratings site. BT is third-from-bottom for a reason.
All the top ISP's on the list implement download quotas instead of throttling and port blocking to manage traffic, it is the fairest solution to load management IMHO. -

Have a look at this ADSL ratings page and check out 'Karoo' - the only ADSL service in Hull allegedly and making optimum use of its monopoly position to be awful.

I ask because this is the second time in as many days I've heard someone say this so I'm intrigued to know why and where people are hearing this from?

One of the Worst Providers in the UK
BT's ADSL internet service seems to be one of the worst in the UK. Unfortunately since they have a long history of providing landline connections in the UK, many people assume they must be a worthy internet provider also - not so. I'd recommend UK Slashdotters look at This ADSL ratings site for more personal citations of BT's (and other providers) service.
