I'm a longtime vaper with plenty of experience with mech mods (never even played with really low ohm, ultra high battery draw setups) and battery safety.
Your gear is indeed safe, mainly thanks to the regulated mods you use and the 1.6ohm high-resistance coils.
The Cloupor Minis did suffer a couple of cases of melting electronics, out of tens of thousands sold, but nothing worse happened outside the mod's metal casing.
High quality external charger is always a good idea, even if just for convenience. Even better idea is to never leave the charger unattended when it's charging. Even with the most reliable gear something can go wrong so why take unnecessary risks.
Your choice of batteries is not ideal though. NCR18650B's are considered reliable and they have high mah capacity, but they have a relatively low "constant draw" amperage limit, being rated only at around 4-5A, and as the battery is used and it's voltage goes down or as it ages your safety margin disappears. (although the regulated mod is still there to safeguard the batery)
I'd look for reputable brand batteries with safe IMR or hybrid chemistry (they vent slowly rather than explosively in the worst case) and constant draw rating of 10A or more. The latest temperature controlled mods can require the latest 20A or higher rated batteries.

It's difficult for people who have never smoked to understand how thoroughly, insidiously addicting smoking can be. That it's legal lends to the feeling that it's not that bad. I have a number of good, otherwise non-annoying friends that will ask on a semi regular basis if I'm still smoking. Like we don't know it's bad for us, or realize how much money is flushed down the toilet.
A very relevant sentence is that last one - "This neuronal brain alteration can persist for months after administration ceases.". That is the "physical addiction" that remains and does so for quite some time.
I've done a fair bit of reading on the addictiveness of smoking, but this surprised me. I quit cold-turkey once for six months, and the first cigarette I had after that long felt like eating for the first time in ages. Tasted nasty, but I was right back on them after that.
Congratulations on quitting - just did myself one month ago, with the aid of e-cigs. Haven't had a cigarette since the vapourizer arrived. I'd strongly recommend looking into them. Do some research, though. The ones you can buy at the corner store are crap. (A good starting point is the E-cigarette Forum or the
/r/electronic_cigarette subreddit).If the government was really serious about reducing smoking, they'd be pushing these things hard.

I use a RIVA battery (available in a 901 or 510 style thread). My atomizer is a low resistance SLB 901 I also use an aluminum dripper tip
I might suggest a regular resistance atomizer for use with the RIVA as you can sometimes end up with a sort of burned taste. It takes some experimenting to figure out what works best for you. Your best bet is to head over to the E-Cig Forum and doing a bit of reading. There's a lot to choose from and you should be able to make a more well informed decision based on what you find there.

Places to obtain info on e-cigs
There are some great communities dedicated to personal vaporizers (e-cigs): http://www.vapersforum.com/ http://www.nu-vapor.com/forum/forum.php http://www.e-cigarette-forum.com/forum/ Folks at any of these forums will happily recommend a model, offer advise, and give information to all that ask. Most are very reasonable. Anecdotally I smoked for 10 years and tried to quit unsuccessfully several times. I would always cheat within days. I purchased my first e-cig Nov. 22nd and have not smoked a real cig since Nov. 23rd. I am all for preventing minors from purchasing e-cigs, I do not mind not being able to use it indoors, and I don't flash mine around children. Most vapers are all for research and some of the communities above even raise money for research purposes.

An electronic cigarette http://www.e-cigarette-forum.com/forum/ might be the solution for your brother. It mimics almost all of the actions of smoking -- it produces a vapour which is inhaled instead of smoke. I've used one since Jan. and dropped cigarettes completely the day I got it. I smoked about 20 a day for 20 years previous to Jan. Seriously, I got the e-cig and literally have not smoked any tobacco from the day it arrived.
Might be something to look at for your brother if he wants/needs to stay on nicotine, but would like to avoid the inherent risks of inhaling smoke. They are not without controversy as we are talking about a product which threatens big tobacco as well as big pharma. I won't go into that here as you can research it yourself, but if you got to the forum I linked to you can find pretty much all the information there and judge for yourself. All I can say is that I dropped tobacco in a day and feel much better for it. -
Nicotine benefits without the harmful smoke
Electronic Cigarettes (more accurately -Personal Vaporizer or PV) simply vaporize a nicotine solution to avoid the harmful effects of smoke and its 8000 chemicals.
I was on a pack a day for 15 years and in a month of starting 'vaping' i have gone to zero analog cigarettes without missing my nic kick.

These look like normal cigarettes, have rechargeable batteries with convenient cartridges or refilling BUT it does takes a week or two to get everything right,so be careful of which model etc you choose. Ask me for advise if in doubt.
Incidentally, FDA is trying to ban them for some of the most stupid reasons

Stick to smokeless tobacco (preferably snus, not American spitting (chewing) tobacco) instead. That won't make you stink, but you'll get your nicotine fix anyway.
I'm afraid you just don't understand. The act of smoking is as addictive as the nicotine.
The most promising thing I have ever seen are personal vaporizers. Unfortunately, the FDA, as well as a few countries, are losing their minds over them. (They do need regulation. They do not need FUD.) Those of my fellow smokers interested, I recommend this forum as the definitive resource.
