Don't fool around! Hit 'em hard!
I dunno dude, but it sounds to me like you're the victim of a Denial of Service (DoS) attack. If I were you I would document each and every single occurance (time, size, IP addresses, etc) and attach a dollar value to each occurance (time spent, harddrive space filled up, bandwidth filled up, down time, new equipment bought to counter the threat, etc).
Then give a call to the U. S. Secret Service Electronic Crimes Branch or the FBI National Computer Crime Squad or the National Infrastructure Protection Center.
Note that each of these organizations has a dollar amount threshold. If the crime doesn't break the threshold (e.g. over $10k or something (I don't know the actual numbers, but I'm sure they can be found here)), then they won't investigate the crime. -

So, what happens when a terrorist kills 5 Americans with a gun?
The critical difference lies in the potential accountability of the perpetrator for his actions.
A shooter knows that when he takes aim at a group of people and fires that he could be held accountable, barring escape or suicide. This is what keeps most sociopaths in check: fear of accountability; fear of justice. At the same time this is what lets our nation sleep well at night: knowledge that criminals could be held accountable and could be brought to justice; not that they necessarily will be but that it is at least possible.
Anthrax and other bioagents are tele-weapons and as October showed us, remote biological assaults have far less potential for accountability; their perpetrators stand a far smaller chance of ever being brought to justice. That is why going after the people who would use these so-called asymmetric weapons is so critical. And in the meantime, since the nation (OK, senators, anchorpersons and postal workers) can't rely on anthrax flingers being be brought to justice, it's up to the government to give us Cipro, smallpox vaccines and irradiation, the next best things. -

You forgot one very important tact. Getting them to turn on eachother. When the Russians pulled out in '89, the Afgans wound up killing 50,000 of their own in a struggle for internal power.

So the story I posted seems to be a true story; but the Russians may have gotten it wrong - . or it could still be true - the Russian foreign ministry seems to have believed it when they said it.

Totally false
The proper extension for a Word file with macros is ".dot", because it's a template (a Word template is a dynamic object which produces documents, a Word document is a static object and can't contain code) - just because Word is too stupid to complain if you name it ".doc" doesn't change that. What you're saying is like insisting that a ".jpg" can hold formatted text, arbirary JavaScript, and hyperlinks because if you rename an ".html" file to ".jpg" IE will still open it as HTML.
At any rate, my program detected macros in files with the extension ".doc". It wasn't a program idea, it was a working program that I tested and proved effective.
