RPG Maker XP uses the Ruby Game Scripting System (RGSS), which is a modified version Ruby for the specific task of RPG creation. With such scripting, the possibilities are endless depending on someone's coding skills in RGSS. RPG Maker VX will use RGSS2. Although RGSS scripts can be used in RPG Maker VX, RGSS2 scripts can't be used in RPG Maker XP.

Ruby on Rails, much like RGSS, is a modified version of Ruby. Unlike RGSS, Ruby on Rails is modified to utilize the Rails framework for web applications.

As a result, someone just needs to learn Ruby to learn the basics of RGSS/RGSS2 or Ruby on Rails.
