Re:25 years, still garbage for the mainstream
ImageMagick definitely has its place; it is invaluable as a backend to Piwigo, Coppermine, (presumably) Pixlr, and plenty of others. No hate against it at all. However, the benefit to using it on a CLI, by your own admission, is based upon its capacity to perform batch actions like resizing. Would you do one-off image processing using a CLI rather than using GIMP or Photoshop? What about things that aren't easily automated, like color correction? There are some things that still require human input, and the process/export/evaluate/repeat concept doesn't save anyone any time.
By contrast: http://www.faststone.org/FSRes.... GUI tool that will do virtually all of the same batch processing as ImageMagick, giving users a simple to use GUI that does not take nearly as long to use or operate.

Re:^----- THIS, e.g. Picasa
Picasa was free (and decent) there were better ones though ---- or at least software that had actual options --- All of them died and are gone, except for a couple majors.
Free:

http://www.faststone.org/FSVie...Paid; less than $70:

https://creative.adobe.com/pro... (admittedly subscription)
http://www.arcsoft.com/photost...
https://www.ashampoo.com/en/us...There is no shortage of local photo management and editing applications available for Windows.
Or Email clients
I won't spend a huge amount of time posting more links; this page is pretty comprehensive:
http://alternativeto.net/softw...I'm assuming that you're trying to avoid MS Outlook for whatever reason, and "Thunderbird" by some miracle never crossed your desk. Windows Live Mail isn't bad at all (it's still even a usenet reader!) Opera Mail, Zimbra Mail, and eM client are all excellent and free.
There is no shortage of either form of software. Alternativeto.net and Softpedia are great resources for this kind of thing.

Re:minimalist
For a less bloated image viewer try FastStone Maxview: http://www.faststone.org/FSMaxViewDetail.htm. It's got a more minimalist interface, and none of the extra non-viewing related features.

Re:Yes, but where's Google Desktop? The one glaring sin that I have found in Picasa is that when you import pictures from a camera/media card, Picasa ERADICATES the time/date stored in the EXIF information with the time and date that the picture was imported into Picasa! This, to me, is unforgivable... and the main reason why I will not use Picasa.
(My personal favorite photo browser/editor is FastStone Image Viewer. No, I don't work for them. Just a satisfied user.)

Other alternatives are worth checking out
It seems to me that PhotoMesa has nearly the exact same layout as, and many common features of, Canon's Zoom Browser program that they include with their digital cameras. CZB is a pretty decent program - decent enough that I don't even bother loading Picasa or anything else when importing pics from my camera. I think it's freely available through Canon's website. Another decent photo-browsing / lite editing program I like is FastStone Image Viewer. It's got a pretty cool interface, tons of options, and best of all, it's free as in beer.

Re:Irfanview
Also Xnview. But I recommend FastStone Image Viewer the most; it does basic editing functions, viewing (of course), can take screen shots without fuss and more.
