There are already racing series that encourage fuel efficiency. Formula E is all electric, and is growing in popularity. It has HUGE sponsors.
A mix of fuel efficient and aviation could be some flavor of aircraft racing. Aircraft can actually be fuel efficient. Quickie aircraft will get about 80MPG while going over 150MHP.

There are *LOTS* of aircraft that will get these fuel efficiencies.
If you count seat miles per gallon, most modern jet liners will get about 100mpg

Have they come up with an alternate method of doing pit stops without getting out of the car completely and changing cars mid-race?
The aim is to use a single car by the fifth season.

Formula E is using a control car for the first season but they are moving towards being a development formula starting next season.

Yes, but Formula E will be moving to a development formula in the future, beginning next season. So to the extent that Virgin will be participating in that development, I'd say Branson can claim to be developing an electric car.

But FanBoost?!?!? That is indescribable.
They're just experimenting with ideas for engaging fans. Right now all Formula E teams use a control car, the Spark-Renault SRT_01E. As Formula E progresses to a development formula like F1, Fan Boost is likely to be dropped because car advantage will come from the best design and engineering. No team will want Fan Boost to cut into whatever car advantage they have gained.

I'm not saying that isn't possible, but given the amount of work involved wouldn't be a lot easier to swap out batteries like you do propane tanks on your gas grill?
I expect that formula e racing will eventually come up with a solution for that. Right now for a race they swap out cars but in order to make it more comparable to formula 1 racing they will want to go towards swapping out batteries instead. Once they figure out a fast and safe way to swap out battery packs we will see the technology quickly trickle down to Tesla and other electric cars. Then it will be a lot like swapping out a propane tank, you'll likely go in and pay for a charged replacement pack that will be quickly swapped at a local station.

Electric Car Racing
It sounds like the cost is probably high and it's only meant for backup solution, but the one killer application I can think of would be the upcoming Formula-E http://www.fiaformulae.com/ races. There's no need to pit if you have enough power to run the entire race with one of these.
