You hit the nail on the head with "theoretically". We now have such joys as presentation through JS and semantics through CSS. Will the madness never end?

Try doing a basic three column-layout (left bar, main, right bar) with header and footer in IE. Trust me you'll be ready to strangle something long before you get it working in IE.

Kudos to Rico
I'd recently given myself a crash course in javascript for a site I was working on. Ended up using the moo.fx (http://moofx.mad4milk.net/) library with niftycube (http://www.html.it/articoli/niftycube/) for the all important rounded corners. Checked out dojo but it seemed a little more than I needed. Also glanced at Yahoo.
Looking over the packages listed here, I'm especially impressed with Rico. Single file used in conjunction with the prototype.js script. And a really excellent demo page:

The author of the article gives Yahoo credit for the package management -- I think Rico deserves a praise for their site, too. I look forward to giving it a whirl. -

With respect to his demotivating the current maintainers, I give you this Linus quote:
"I'm a bastard."
Anyway, the problem with nagging him about it is that no-one is really providing a better alternative. That semi-automated system Rik Van Riel was on about a few months ago seemed to make more sense than a Patch Penguin, which just shoves the work onto someone else. Something like that combined with Linus' proposal might help a bit.
