That system exists, and it's why medical billing is a speciality in and of itself. It's called the ICD-10, and has been around for decades. The pushback is because the latest revision, which went into effect two years ago, is hyper-specific to the point of absurdity.
Pecked by a chicken? There's a code for that: W61.33. But don't you dare get that confused with getting pecked by a turkey or bitten by a duck, which are W61.43 and W61.61 respectively. Don't like your in-laws? That's Z63.1. Injured? It's very important for proper diagnosis to know if you were at the library at the time (Y92.241) or at the opera (Y92.253). Shredding it on water so awesomely that your skis catch on fire? Not only is there a code for that, there are three sub-codes to describe the diagnosis in greater detail. I am not making this up.. You know all those Imperials who died when those two Star Destroyers collided in Rogue one? That's V95.43. And it only gets more wacky from there.
Now do you see why there's been some pushback?

Idiocy
First, all those obnoxious medical codes are mandated by federal government regulations - which "Obamacare" made worse by adding 68,105 new codes (including ICD9E978 for "Execution by Guillotine" and different codes for being attacked by a squirrel the first time, or a subsequent time). All the codes which replace actual readable bills are funny but the real point is this: Adding the federal government to ANYTHING adds politicians which in-turn adds politics, special interests, bureaucratic obfuscation (usually to hide some corruption), piles of paperwork and one-size-fits-all regulations, etc but NEVER ADDS QUALITY, EFFICIENCY, or INDIVIDUAL CARE.
Second, if you are gullible enough to believe the propaganda your former-hippie college prof spoon-fed you about "single-payer healthcare", you should remember that we live in the REAL WORLD (not some Che Guevara seminar) where government-industry crony-monopoly behavior produces $600.00 toilet seats and $7000.00 coffee pots. Single-payer healthcare would unite government and industry in healthcare the same way it united the pentagon and ULA on rocket launches - the taxpayer ended-up paying $1 BILLION per year for "assured access to space" (i.e. nothing at all that could be measured) plus the highest prices on Earth for rocket launches; as a bonus, the crony arrangement led the USAF to slow-walk approval of a new more efficient launch provider (SpaceX) any spend billions of dollars on Russian rocket engines instead of American engines (because the federal government and its "industry partners" frequently do things contrary to the interests of the citizens/taxpayers because some "experts" in DC are pushing some geopolitical "greater good").
Look at the Veterans' Administration: This "single-payer healthcare" system got caught manipulating documents and processes to kill-off a number of veterans and the maximum "penalty" paid by any employee was a paid vacation and a promotion.

Yeah, the big problem was when they tried to bill for it. The router realized it didn't have good insurance (Community didn't renew the service contract) and so it panicked and tried to muck with the billing program (since it the data had to run through the router anyway). It got confused about billing codes (there probably is an ICD 10 code for this, but we're not going to 10 for another year), opened a port to talk to another router and, just like a naked Windows 95 box, got pawned.
