or terminator...
terminator is awfully tough to beat. You can split one fullscreen console into as many consoles as you need

Re:But running windows would help
I use Terminator. It's a little heavy (requires cygwin ruby) but it's the best I've found for windows. It's got tabs, middle click cut and paste, and you don't have to install X. It's also cross platform, so if you want consistency in your terminal app across platforms, you have it.
I am going to have to try poderosa though, it looks pretty nice too.

Re:rxvt - better command window
I don't know if rxvt for windows is substantially better than rxvt for Unix, but if it isn't I think one would be far better off with Terminator if one can stand the footprint. Many also seem to enjoy Poderosa (fear the spurious n)

Re:Sounds Great!
Damn, and that's just about the only reason I'd want KDE on windows.
Terminator is actually a pretty good terminal emulator in combination with the Cygwin bash.

Re:Good question.
Combine that with Terminator and Cygwin and it's almost like the real thing.

i did this years ago
here's a paper i wrote for sigplan notices in 2004 talking about the options, and how it works in practice: http://www.jessies.org/~enh/publications/checking
- code-spelling.pdf plus the editor i wrote http://software.jessies.org/evergreen/ has this functionality. -

Re:Glass Effect and Screenshots
You mean like the equivalent of "tabbed" desktops? One for my video encoding folders and related apps, one for the video game I'm playing and its forums/cheat sites, one for my music directory and winamp? That does sound kind of cool.
It's very cool. In fact it's too cool, once you get used to it you can never go back. Fortunately you can replace window's desktop with a real window manager. Add in Cygwin in a Terminator window and it's almost tolerable.
