I've found it pretty useful to download wikipedia dumps when I'm on vacation without internet access. Last time I downloaded the text-only, it weighed in at about 14GB I think, but including images it gets north of 60GB. A 64GB phone ain't gonna fit that, and a 64GB microSD card is probably way cheaper than the cost to upgrade to 128GB.

Get Wikipedia
This appears to be the Odia language Wikipedia. But I know you said there's limited Internet. So I suggest you get Kiwix with the entire Odia Wikipedia (.torrent link to a complete package for Windows), and burn it to CD-ROM. (Odia isn't a popular language, so it all fits easily.) You can also look at other language Wikipedias, both because they are more comprehensive, and because they could help the children learn those languages.

+1 on offline Wikipedia. Check out Kiwix, an offline reader for Wikipedia (it's FLOSS, not proprietary or commercial).

Yes, ZIM is the best format for this, easy to use on Android too. Full-text search.
And everyone's phone should have Wikivoyage, whole world travel guide in ~1GB (ZIM or HTML files).

If all you want is an offline Wikipedia reader, just use Kiwix. It uses the ZIM format which was created specifically for offline use and runs on Win/Mac/Linux/Android or anything else if you want to compile it yourself.
While the full English Wikipedia ZIM sans pictures is a bit old (January 2012), it has the benefit of being only 10GB and split up into 2GB chunks so it will fit on a FAT32 device like your phone's SD card.

Yeah, as others have alluded to, NewYorkCountryLawyer is one of several well-known Slashdot users. Like CleverNickname and some others of note.
Maybe not everyone on Slashdot knows who these folks are, but they are known by many if not most.

Is Moulin anything to do with Kiwix? Cos these guys were also building an offline WP viewer, though only featuring 2000 important articles. Dev seems to have stopped now, a pity as it was a nice package with an excellent page viewer. Ideal for slapping on a laptop and providing something to read when you're away from net.
