A lot of what you describe is voluntary, and regional. For example the state of Massachusetts has one of the best education systems in the world.

Other aspects of it have a lot to do with the bimodal population distribution, for example the lack of passenger rail. If you look at other aspect of the US rail system for example freight you will quickly find the US is absolutely world leading. For example the US ships 10x more freight by rail than Europe does.
Ultimately what counts is economic output. There is no indication whatsoever that the US economy is declining to third world standards. If you spent some time in the third world as I have you'd find the idea ridiculous.

The US is ridiculously heterogeneous. States like Alabama have third world education systems, while states in the Northeast are as good as any in the world.

Combine the results of the good states with top universities and an economy that is good at allocating capital and you get a lot of innovation.
The shame is the human waste. Imagine if the rest of the country had secondary schools like those in the northeast.

My wife went to public school in Massachusetts in the 1960s and 1970s and in her town they taught personal finance as part of the curriculum. I think a lot of that kind of forward thinking went out with ed reform, which focused on more traditional academic subjects. Massachusetts was early on the ed reform bandwagon, and consequently our students perennially top the nation in math, science and reading scores in the past decade. It sounds like the Mass DoE is looking for a way to shoehorn back in some of the content that got squeezed out.

In the state I live in (Massachusetts) $3,333 won't even cover a year at a community college.
This table lists the estimated cost of in-state (i.e. subsidized) tuition and fees for all state supported colleges in Massachusetts for the last 10 years, without room and board.
http://www.mass.edu/campuses/res_total.aspIn 2012-13, a year at community college was in the 4-6k range, state colleges 8-10k, and 11-12k for a UMass campus. Room and board goes for roughly 6-7k at a state college and 10k at UMass. Even if you find a job in college that covers all of your non tuition expenses (good luck), you're entering this job market with between 32k and 50k of debt, add room and board alone and that becomes 60-90k. And if you want to attend a more prestigious university, you're looking at 50-60k per year.
Add years of underemployment after graduation to that and it's easily a lifetime of crippling debt.

Re:NSAWhat states would those be? Care to provide a citation? Hint: No state requires a Master's degree to teach in public schools at a primary or secondary level. Private schools don't even necessarily require a BS or may require a Master's or whatever they want. So lets see, the first state I picked (I don't live there) is Massachusetts
A bachelor's degree from an accredited college or university is required. Please note that a master's degree or any other advanced graduate degree will not satisfy the bachelor's degree requirement. To verify completion of a bachelor's degree, please forward an official transcript to the Office of Educator Licensure.

Re:Bad ideaWhile it's probably impossible (or nearly so) to find the state-mandated guidelines for the time I was in 6th grade, I was able to find the current ones.
1. Describe the rock cycle and explain that there are sedimentary, igneous and metamorphic rocks that have distinct properties (e.g., color, texture) and are formed in different ways.
There are a myriad of other guidelines, of course, but in all the K-12 Science standards the word "algorithm" doesn't even appear. If not for a book called "Code" I would have had to enter my first CS course without knowledge of what an algorithm was, how decimal numbers were represented in binary and hexadecimal, and a myriad other of the most basic concepts that are useful foundations for functioning in a digital world.
I know that folks are going to point out that I'm talking about state specific guidelines, but these are mostly determined by the federal standards in order to remain in compliance with the No Child Gets Ahead Act. I've provided links for California, Massachusetts, and Kansas curriculum in an attempt to present a cross section of the country--search each for "igneous" and "algorithm" and you'll get the idea.
I'm not saying that the ACM has my complete support on this, simply that standards for evolving disciplines, most notably science, might be well served by inclusion of some more modern concepts. -

Strangely...
Strangely, I'm inclined to agree with Mr. Gates on this one. The High School experience has become that of "7 hours of MCAS-Prep" here in Massachusetts. Hell, they've dropped World History from the curriculum. Entirely. Gotta love the NCLB act, eh?
