A few years ago I got a Vodafone PAYG mobile "dongle" for internet access while working away from home. Same issue - to enable access to 'blocked' sites I had to verify my age by making a credit card payment.
And the 'adult' site I wanted to visit while away from home? The National Lottery! I assumed that it gets classified as a gambling site, despite the fact that it is government sanctioned.
It'll be intriguing whether certain NHS sites will also get blocked, like Sexually transmitted infections. Unfortunately I won't know as I'll immediately opt-out of all and every filter! -

You probably could do that, but I'm not sure it'd give you much of an edge. The UK lottery has 49 balls spinning around - they have more than one set, and I'm not sure there's any reason why they couldn't just change them as required. They publish a lot of data on the website:

Obviously some balls are going to turn up more often than others. I'm not sure it makes sense to bet on those, though. -
Except the UK equivalent site *is* cross-platformUnfortunately, all your points are invalid because the UK equivalent tax site is and always has been cross-platform (I used Linux and Mozilla or Firefox without a problem) and shows that, basically, the Aussie government were utterly incompetent when initially setting up the site.
If it's anything like what happened with the official UK lottery site (which banned almost all non-IE *and* non-Windows users from its online games until earlier this year), it'll take about 3 years before the Aussies bother to do another site redesign cycle and suddenly realise what a snafu they originally made.

Lotto in the UK
Hopefully this will prompt the National Lottery's website in the UK to let me access the Subscriptions part without telling me that my browser isn't secure enough.
