My wife and I pay a total of $30/mo. for 2 cell phones (150 minutes/mo. each - we each buy a $30/60 day card every other month). They are owned by the Tracfone parent company and this service uses AT&T towers.

I'm in the US and mine's not nearly that high (it's really my wife's phone I rarely use it). It costs me $15US/month and I have unlimited texting. Granted, that's only about 5 minutes of talk-time a day and I need a computer to send/receive texts unless I want to drop $.05 per send/receive, but it works for me.
Still, $10.95 sounds much better...

We've got a plan from Net10 (not for everybody - It's $.10/minute at a minimum average of $15/month or so). When we accept a SMS message, it costs $.05 but we do get to see who sent it before committing to reading it - Declining to read it saves your nickel. Not exactly what you're asking for, but it does allow us to reject the trash without paying for messages or signing up for unlimited SMS.

Try Tracfone
Tracfone http://tracfone.com/ has a phone that looks strikingly like that - the Motorola C139 for around $15. Net10 http://www.net10.com/ also has this phone, but watch the reviews of service. Both are available at Walmart and Target.

For T-Mobile, A $100 recharge card gets you 1000 minutes. You don't need to spend $250 to get this. Buy a phone, or just a prepaid sim card, whatever, and redeem a $100 card and you'll have 1000 minutes. It's been like this for a number of years (I got my phone 3 or 4 years ago, I got my dad his phone about a year and a half ago, and I just got my uncle one for giftmas), so Net 10 can't claim this is some recent happening and that their page is out of date. If you purchase a smaller quantity card, you're going to get a worse rate on the minutes. But if you're the sort of person that thinks far enough ahead to check out the per minute rate, you can probably handle some basic math like "cost of card / # of minutes = cost per minute." There is no hidden fee (except state tax, DOH), and there is no requirement to purchase cards that cost more per minute.

This sounds pathetic, but who is your "low cost" text message carrier?
http://www.net10.com/ 10cents min, 5cents text message. Even at these prices its hard to justify text messaging. Someone sends you a text you send one back, thats the same cost as a minute of voice. And you can usually get what you need to say done in 1 minute but not 1 text message. -
