U.S.Rep. Rick Boucher (D-VA) has co-sponsored an anti-spamming bill, questioned some of the DMCA, and has been asked by at least one online notable to think about a tax credit for Open Source coders. He's also a member of the Congressional Internet Caucus. We can think of no federal lawmaker more qualified to give us insight into the nitty-gritty of the legislative process, especially as it relates to the Internet.
