11 States Sue Trump Administration's Energy Department After Weeks of No Movement On Efficiency Standards (go.com)
An anonymous reader quotes a report from ABC News: New York, California and nine other states sued the Trump administration Tuesday over its failure to finalize energy-use limits for portable air conditioners and other products. The new standards would reduce greenhouse gas emissions, save businesses and consumers billions of dollars, and conserve enough energy to power more than 19 million households for a year, but the U.S. Department of Energy has not met a requirement to publish them by now, according to attorneys general who filed the lawsuit (PDF) against the DOE in federal court in San Francisco. That means the standards are not legally enforceable. The other states in the lawsuit are: Connecticut, Illinois, Maine, Vermont, Washington, Massachusetts, Pennsylvania, Oregon and Maryland. The City of New York is also a plaintiff. The energy efficiency standards at issue in the lawsuit also cover walk-in coolers and freezers, air compressors, commercial packaged boilers and uninterruptible power supplies. There is currently no federal energy standard for air compressors, uninterruptible power supplies or portable air conditioners, according to the lawsuit. The lawsuit seeks a court order requiring the DOE to publish the new standards as final rules. -
TV Manufacturers Accused of Gaming Energy Usage Tests (cbslocal.com)
The Natural Resources Defense Council has issued a new report accusing Samsung, LG and Vizio of "misleading consumers and regulators about how much energy high-definition screens devour, alleging that the televisions were designed to perform more efficiently during government testing than in ordinary use." The report "estimates that the collective electricity bills during a decade of watching the high-definition TVs will be $1.2 billion higher than the energy ratings imply," and that "the higher energy usage generates an additional 5 million metric tons of carbon pollution." CBS Local reports: The findings are based on an analysis of high-definition TVs with screens spanning at least 55 inches made in 2015 and 2016. The estimates on electricity costs are based on high definition TVs with screens 32 inches and larger. The study concluded that Samsung and LG have gamed the system during government testing in an effort to get better scores on the "Energy Star" yellow labels that appear on the sets in stores. Those scores often influence the buying decisions of consumers looking to save money on their utility bills. The report said Samsung and LG did not break any laws in their manipulation of the tests, but rather exploited weaknesses in the Department of Energy's system to measure electricity usage. The Samsung and LG sets have a dimming feature that turns off the screens' backlight during part of the 10-minute video clip used in government tests. But that does not typically happen when the sets are being used in homes to watch sports, comedies, dramas and news programming. The analysis also found that Samsung, LG and Vizio disable energy-saving features in their TVs when consumers change the factory setting on the picture, a common practice. The energy-saving feature is turned off, with little or no warning on the screen, sometimes doubling the amount of electricity consumed, according to the NRDC report. -
New Energy Efficiency Standards Take Effect This Week In the US (nrdc.org)
AmiMoJo writes: Eagerly awaited national energy efficiency standards for the little black boxes on the cords that connect many of our electronics--such as smartphones, computer laptops and electric toothbrushes--to wall outlets take effect this week. Known as external power supplies, or the less elegant term 'wall warts,' these power adapters may be small, but they consume a lot of energy. With 5 to 10 external power supplies in the average U.S. household, the new efficiency standards are projected to save consumers $300 million a year in electricity costs and reduce the carbon pollution that fuels dangerous climate change. The U.S. Department of Energy (DOE) projects that the new standards for external power supplies alone will cut nearly 47 million metric tons of carbon dioxide over 30 years, equivalent to the annual electricity use of 6.5 million homes. -
Measuring How Much "Standby Mode" Electricity For Game Consoles Will Cost You
An anonymous reader writes: Modern game consoles have a "standby" mode, which you can use if you want the console to instantly turn on while not drawing full power the whole time it's idle. But manufacturers are vague about how much power it takes to keep the consoles in this standby state. After a recent press release claiming $250 million worth of electricity was used to power Xbox Ones in standby mode in the past year, Ars Technica decided to run some tests to figure out exactly how much power is being drawn. Their conclusions: the PS4 draws about 10 Watts, $10-11 in extra electricity charges annually. The Xbox One draws 12.9W, costing users $13-$14 in extra electricity charges annually. The Wii U draws 13.3W, costing users $14-$15 in extra electricity charges annually. These aren't trivial amounts, but they're a lot less than simply leaving the console running and shutting off the TV when you aren't using it: "Leaving your PS4 sitting on the menu like this all year would waste over $142 in electricity costs." -
FDA Backtracks On Antibiotic-Resistant Bacteria Proposal
NewYorkCountryLawyer writes "The FDA recognized, 35 years ago, that feeding animals low-doses of certain antibiotics used in human medicine — namely, penicillin and tetracyclines — could promote antibiotic-resistant bacteria capable of infecting people who eat meat, and proposed to withdraw approval for the use of those antibiotics in animal feed. Instead of acting upon the proposal, the FDA has now withdrawn it. Although admitting that it continues to have 'concerns' about the safety of the use of antibiotics in animal feed, the FDA says that it will just continue to rely on 'voluntary self-policing' by the industry, the same method which hasn't worked out too well during the past 35 years, as antibiotic use in livestock and antibiotic resistance have continued to rise throughout the entire period." -

Hugh Pickens writes "Michael Grunwald reports that President Obama will announce today a near-doubling of fuel efficiency standards for cars and light trucks, and the Big Three automakers — GM, Ford and Chrysler — will support it in a final deal that will require vehicle fleets to average 54.5 miles per gallon by 2025, which will reduce fuel consumption by 40% and carbon emissions by 50%. Although environmentalists had pushed for 60 mpg and the White House had floated a compromise of 56.2, 54.5 is pretty close, considering that last year's standards were only 28.3. 'I might point out that the same auto industry that ran attack ads about how 56.2 would destroy their businesses and force everyone to drive electric cars has embraced 54.5 as an achievable target,' writes Grunwald. 'It almost makes you wonder if the automakers may have exaggerated the costs of compliance, the way they always do.'" -
DVRs, Cable Boxes Top List of Home Energy Hogs
Hugh Pickens writes "Elisabeth Rosenthal writes that cable setup boxes and DVRs have become the single largest electricity drain in many American homes, causing an increase of over $10/month for a home with many devices, with some typical home entertainment configurations eating more power than a new refrigerator. The set-top boxes are energy hogs mostly because their drives, tuners and other components are running full tilt, 24 hours a day, even when not in active use. 'People in the energy efficiency community worry a lot about these boxes, since they will make it more difficult to lower home energy use,' says John Wilson, a former member of the California Energy Commission. 'Companies say it can't be done or it's too expensive. But in my experience, neither one is true. It can be done, and it often doesn't cost much, if anything.' The perpetually 'powered on' state is largely a function of design and programming choices made by electronics companies and cable and Internet providers, which are related to the way cable networks function in the United States. Similar devices in some European countries can automatically go into standby mode when not in use, cutting power drawn by half and go into an optional 'deep sleep,' which can reduce energy consumption by about 95 percent (PDF) compared with when the machine is active. Although the EPA has established Energy Star standards for set-top boxes and has plans to tighten them significantly by 2013, cable providers and box manufacturers like Cisco Systems, Samsung and Motorola currently do not feel consumer pressure to improve box efficiency." -

Recognizing that all that gaming could add up to serious demand for electricity, NRDC and Ecos Consulting performed the first ever comprehensive study on the energy use of video game consoles and found that they consumed an estimated 16 billion kilowatt-hours per year — roughly equal to the annual electricity use of the city of San Diego. Through the incorporation of more user-friendly power management features, we could save approximately 11 billion kWh of electricity per year, cut our nation's electricity bill by more than $1 billion per year, and avoid emissions of more than 7 million tons of CO2 each year. In this November 2008 issue paper, NRDC provides recommendations for users, video game console manufacturers, component suppliers and the software companies that design games for improving the efficiency of video game consoles already in homes as well as future generations of machines yet to hit the shelves."
