I have a simple but very effective screener for robo calls, built around the ObiHai 110. I connect the device between my incoming telephone line and my telephone. I then re-program it to send incoming calls to the Automatic Attendant, which I program to challenge the caller to press a key on his telephone keypad. If he doesn't he is a robo caller and doesn't get through. My phone doesn't even ring for robo calls.
Someday the robo callers will become intelligent enough to press a key when challenged, but until then my defense is adequate.
My main defence against robocalls is not having a landline telephone.
Its become completely unnecessary to have one in Australia as you can get landline internet without phone services these days. Cold calling mobile phones costs a lot more money so its not viable to do that. Even bulk SMS is too expensive (for once, the high cost of everything in Australia is working out in my favour).
As for corporate phones, every phone system these days has a provision for routing external calls to an IVR menu these days. All you need to do to kill robocalls is to have the welcome message go for 10-15 seconds and then force a keypress, the same as your method. -

obi boxes let you you use your house's POTS wiring with google voice. It's quite a nice product, at least until Google voice becomes more expensive than free -- though faxing over it can be kind of hit or miss.
Google will end of support for XMPP based calling on May 15, 2014 . On that day 3d party systems such as Obi will no longer be able to use Google voice to make or receive phone calls. Google Voice support ends on May 15. You can't pay to continue using it; the XMPP service (which Obihai requires) is simply being discontinued. http://blog.obihai.com/2013/10...

Read the post -- I'd dropped Cable TV long ago -- this was Internet and telephone only.
Why didn't this guy cut his telephone service too?
He could bought an ObiHai for $40 bucks and never paid for phone again.
The ObiHai connects to your router and you can plug your regular POTS phone into it.
No fees like Ooma $3.50/mo, or MagicJack $29.99/yr, or Vonage $12-$55/mo.The only downside is no direct 911.

You are selling Google Voice a bit short. After a fuming incident with ATT and my land line, I cancelled my ATT service completely and installed this:

Using all of my previously installed phones, this device turned Google Voice into VOIP. It has been working flawlessly for a few months now to send and receive calls. I got the satisfaction of cancelling with ATT, saving a $30 per month bill, all for a 1 time fee of $50.
This was one of those "See what technology can do when not being impeded by greed" moments. It was a breath of fresh air.
