Fairtunes
This seems very similar what Fairtunes was doing years ago.
Oddsock even had/has a Winamp plugin for it http://www.oddsock.org/tools/gen_fairtunes but seems fairtunes.com is no longer and just a parking page now. WinAmp & SongRequester Plugin1- Install winamp 2.x/3.x/5.x
2- Install SongRequester plugin (or its source) that will run a webserver and gives people the options to add songs to the playlist. it has many options.So actually you just run winamp and songrequester plugin on server and with its builtin webserver, you just point clients to it and they can add songs to playlist via web browser.

Use Icecast 2.
I've used it combined with dsp_oddcast, and soon I was streaming out MP3 or OGG Vorbis streams. Ogg vorbis sounds better at lower bitrates. -

I use foobar to listen to OGG streams and it works quite well. If you are forced to stream from a Windows box, you can also use foobar to complete this task as well via the magic of plugins. Oddsock has pretty much everything you'd need to complete this portion of the task (for which the poster did not request, but someone else might want).

Gronk
Since everyone is plugging their own programs that do this, I'll plug mine: Gronk.It gives you a FreeDB-driven web-based playlist manager and controls a running XMMS process. The XMMS Oddcast DSP plugin lets it shout to a local Icecast server so you can listen locally or remotely.
I also like the Crossfade plugin, for smooth transitions between songs.

Don't forget to mention that OddSock also has DSP stream sources for Winamp and Foobar (not just XMMS). These media player plugins work with multiple servers and, with Icecast2, supports MP3 and Ogg. Shoutcast and Icecast1 can only support MP3.

Well of course there's pirate radio on the internet
:) And for everyone who doesn't have a T3 handy you can use Streamer P2P radio. It's a P2P program that makes it easy to broadcast, (and listen!) all you need is a DSP plugin like Oddsock and bandwidth greater than dial-up, but even with dial-up you can have a 24kbps stream which has decent quality. Unfortunately there isn't a linux port YET, but we're actively seeking some to do so. If anyone can help just drop by the forums.
