Most of your post sounds like a nonsensical rant. You do have one question that I can answer. You're asking why the sea levels are not rising, even though the glaciers are melting. Sea levels are rising, around 1.7 mm per year for the past century. This rise is due to both melting glaciers and the expansion of oceans as they warm. Sea levels may rise about another meter during this century. One meter may not sound like much, but that amount of rise could flood many urban coastal areas.

Please take a look at "4. Why is the sea level higher off the coast of Bermuda than New York?" and "14. How much does sea level rise if all the world's ice melts?" thereHowever, when land ice melts the distribution of the mass of water around the global ocean is by no means uniform. A large melting would result in a modification in the Earth's gravity field which would result in the sea level change being higher in some places than in others.

Unclear. Historically, boundaries follow nature. Many rivers wander, and international boundaries that follow rivers sometimes move with the river.
Ocean level vs. land level is a complicated subject. Land level isn't constant; it changes slightly with crustal movement. This vertical movement, over a century or so, can be substantial. It makes long-term tide data an unreliable measure of ocean level. See this article.
