Media Center Does This
Make my iPod like TiVo
I use the Scheduler function of Media Center to record shows at specific times through the radio or TV tuner. MC will do autotranscoding and bitrate up/downsampling for different device profiles during sync. Or if you don't get a chance to sync, it will stream the recorded media over LAN or WAN. I haven't used it, but the new version 11 apparently also does streaming client-specific on-the-fly bitrate transcoding. It works pretty well. There are, of course, dedicated PVR-like programs for internet or broadcast media, but they seem to cost a relatively lot of money for single/limited functionality. -
Replay Radio or WM Recorder or RM Recorder
Applian has two different recording solutions for Windows:
Replay Radio works well by recording sound coming out of your speaker, and can tune to any audio URL. It comes with a Guide of almost 1000 shows and stations, and is easy to use. It saves MP3 files, or lets you add a post-processing command to run your command-line encoder to make WMA, OGG, etc.

WM Recorder and RM Recorder record raw Windows Media and Real streams (video, too), and come with a VCR-program when you buy them in a bundle. You'll need a separate program to convert these to MP3, but they work really well.

What about Replay Radio
Not taking anything away from iPodder, but I've been using a great little app called Replay Radio for a year or so to grab my favorite web radio programs and save them as MP3s, which I then dump into my iPod. Product details here

Re:There is nothing like Radio 4
Try Replay Radio - http://www.replay-radio.com/ - this lets you capture radio 4's stream to a wav or mp3, and then you can burn them to a CD or dump them on an iPod and listen to them in a car.
And I agree, as a US-based expat, apart from the guardian crossword on actual paper, Radio 4 is about the only thing I miss. -
Other radio time-shifting substitutes
This topic, and device, was last discussed on Slashdot May 12th (found via slashdot search for "radio your way".)
Two links I found useful were a a competing piece of hardware, Neuros, and a much cheaper substitute if the radio program is streamed on the internet, Replay Radio. Plus an even earlier Slashdot thread.
In fairness, this is not a dupe, as the May 12th thread was about 'future' products and this is a product review.
