Actually, I looked into the issue a while ago of connecting phone to the PC's audio interface and found that there's a class of devices used in broadcasting called telephone couplers (or hybrid couplers) that are intended for addressing some of the problems of attaching telephone lines to other audio circuts (namely the line voltage matching, echo cancellation/duplex issues, and also take the 8KHz upper frequency limit of conventional POTS specs out of the equation)
I was looking for this last aspect, defeating the 8KHz filter, essentially, to record from phone lines so I could do remote live musical performances. the thing is, these things can be pricey... I found some that were as little as $100-200 and ones as much as $500-1000.... and you generally need at least two.... one on each end. I gave up based on price.

I've only had to resort to this tactic once, but it saved my job and cost the Veep his.... was it worth the $20????
Or.. just keep your laptop around with some handy software on it. It's a noise activated audio recording device hiding in plain sight.
You shouldn't need something like this often, but if you ever do, its there. -

Or you could get a radio or TV/radio card for your PC, and get Sagebrush's VCRadio software.
ReplayRadio only records online streams, and apparently only those ones that they care to list (???) -

First of all, a solution.
RecAll from Sagebrush can do nearly everything you need. It is a small, free, and easy to use VOX line-in recorder for Windows, and is popular for scanner monitoring.
It includes a feature where it can start a brand new wave file after a set number of seconds of silence. So basically it would create a separate audio file for each individual radio transmission (more or less).
You could then play that wav file in any audio player (like soundrec or winamp), while RecAll keeps happily recording from line-in or mic. There is an option to automatically name and date-stamp (though not time-stamp) the saved files in a particular directory.
The only caveat is that you will probably want to turn line-in volume down while you are playing back a saved file, then turn it back up when done (to hear new incoming transmissions). This shouldn't affect your recording, though.
And second, a rant. I don't know why so many people decided to attack the poster instead of solving the problem. People spend too much time trying to find the problem with the poster and not enough time trying to answer the poster's specific question. As a result, almost everyone missed the mark horribly. Sadly, so many of those self-assured, un-informed and un-helpful posts have been modded up quite highly. Ah, the ease of rating comments without context... -
FM and AM plus Software to do what you want.
In my previous post, I mention VCRadio which is the windows software that costs $18 and will record anything you tell it to at any time. Also, for getting FM and AM stations on your computer, try Radio-Man which plugs into your RS-232 (serial) port. Radio-Man costs $15 and can be found at www.pimfg.com, go to Search Desc. on the lower left margin and type in "radio".

It is a non-free solution, but supports most of the radio pci/isa cards and external radio tuners.
I am not affiliated with this company, but I was doing research on this and found this to be one of the better solutions. I hope it works for your needs.
