Spy Handler writes: Fei Yan, a research scientist at the Massachusetts Institute of Technology and 31-year-old Chinese citizen, was arrested by federal authorities on Wednesday on insider trading charges. Mr. Yan used Google to search for phrases such as "how sec detect unusual trade" and "insider trading with international account." He also allegedly read an article titled "Want to Commit Insider Trading? Here's How Not to Do It," according to the U.S. attorney prosecuting the case. "Okay...twice every year Slashdot disses Daylight savings time," writes turkeydance, bringing a story from Montana, where lawmakers are proposing that the state should stop setting their clocks forward by one hour every spring. Similar legislation in several past sessions...failed to advance even out of committee. But SB206 passed committee unanimously and once on the floor, more than twice as many senators voted for it as against it. Now the House will take up SB206 during the session's second half, and likely with a renewed focus on the history of daylight saving time and what it would mean for Montana to become only the third state in the country not to observe it.
Daylight savings time has been opposed by a grassroots group of Montana farmers and ranchers, who have to sync their work schedule to the sun rather than the time on the clock, but similar legislation has also been introduced in Texas, California, Iowa, New Mexico, Michigan, Rhode Island, Wisconsin, and Washington. Daylight savings time was originally introduced as an energy-saving measure during World Wars I and II, and returned during the 1970s energy crisis. There's just one problem, reports Live Science. "No one really knows whether daylight saving time saves energy at all. Research is decidedly mixed on the subject, with some studies actually finding that daylight saving time boosts energy consumption."

An anonymous reader notes that a legislator in Texas has introduced a bill to require open document formats in all state government business. The bill is carefully worded such that only ODF could pass its test as "open." The story is covered by the Fort Worth Star Telegram, which is careful to be even-handed, giving Microsoft's spokesman equal time. A ZDNet blogger notes that the bill, introduced by a Democrat in a state whose politics is dominated by Republicans, faces chances that "...fall somewhere east of slim and west of none."

Dr. Eggman writes "In an interview with the Star-Telegram, the Air Force's chief scientist, Mark Lewis, talks about the USAF's latest research direction. The service is working on hypersonic missile and bombers for the purposes of reconnaissance and attack. In response to Chinese and Russian anti-satellite developments, the Air Force plans to develop weapons capable of sustained travel at Mach 6 to allow them to deploy against and take out anti-satellite launch sites before the enemy can fire their missiles. Furthermore, should the US spy satellite network be brought down, the Mach 6 recon flight systems would be capable of filling in. Air Force officials hope to deploy a new interim bomber by 2018, followed by a more advanced, and possibly unmanned, bomber in 2035."
