MPAA Seeks Stronger Actions To Fight Streaming Video Piracy (streamingmedia.com)
The Motion Picture Association of America (MPAA) is stepping into the online video piracy debate and calling for criminal charges against violators, as well as strong coordination between a broad range of online service providers. From a report: The association's recommendations came in response to a call from the National Telecommunications and Information Administration's (NTIA) call for comments regarding internet policy concerns. On July 17, the MPAA issued a 40-page document advocating a modernization of online policies in response to rampant illicit activity. While a range of commercial offerings help studios and sports leagues battle online piracy, anyone who has a friend with a Kodi box knows that unrestricted access to popular shows and movies is only a few taps away. The MPAA notes that 6.5 million homes in North America are equipped with a Kodi box, and the North American piracy ecosystem generates $840 million per year. -
Apple's Adoption Of HEVC Will Drive A Massive Increase In Encoding Costs Requiring Cloud Hardware Acceleration (streamingmedia.com)
An anonymous reader shares a report: For the last 10 years, H.264/AVC has been the dominant video codec used for streaming but with Apple adopting H.265/HEVC in iOS 11 and Google heavily supporting VP9 in Android, a change is on the horizon. Next year the Alliance for Open Media will release their AV1 codec which will again improve video compression efficiency even further. But the end result is that the codec market is about to get very fragmented, with content owners soon having to decide if they need to support three codecs (H.264, H.265, and VP9) instead of just H.264 and with AV1 expected to be released in 2019. As a result of what's take place in the codec market, and with better quality video being demanded by consumers, content owners, broadcasters and OTT providers are starting to see a massive increase in encoding costs. New codecs like H.265 and VP9 need 5x the servers costs because of their complexity. Currently, AV1 needs over 20x the server costs. The mix of SD, HD and UHD continues to move to better quality: e.g. HDR, 10-bit and higher frame rates. Server encoding cost to move from 1080p SDR to 4K HDR is 5x. 360 and Facebook's 6DoF video are also growing in consumption by consumers which again increases encoding costs by at least 4x. If you add up all these variables, it's not hard to do the math and see that for some, encoding costs could increase by 500x over the next few years as new codecs, higher quality video, 360 video and general demand increases. -

Netflix Finds x265 20% More Efficient Than VP9 (streamingmedia.com)
Reader StreamingEagle writes (edited): Netflix conducted a large-scale study comparing x264, x265 and libvpx (Google-owned VP9), under real-world conditions, and found that x265 encodes used 35.4% to 53.3% fewer bits than x264, and between 21.8% fewer bits than libvpx, when measured with Netflix's advanced VMAF assessment tool. This was the first large-scale study to use real-world encoder implementations, and a large sample size of high quality, professional content.A Netflix spokesperson explained why they did the test in the first place; "We wanted to understand the current state of the x265 and libvpx codec implementations when used to generate non-realtime encodes optimized for OTT use case. It was important to see how the codecs performed when testing on a diverse set of premium content from our catalog. This test can help us find areas of improvement for the different codecs." -
Comcast Hit With FCC Complaint Over Net Neutrality Violations (streamingmedia.com)
An anonymous reader writes: Non-profit public interest group Public Knowledge has filed a complaint with the Federal Communications Commission regarding Comcast's Stream TV service. The complaint says that Comcast excludes Stream TV traffic from its own data cap, which is both a violation of its merger agreement and counter to the FCC's Open Internet rules. Stream TV is a $15 per month offering for Xfinity internet customers. It includes local channels, some basic cable, HBO, and the use of a cloud DVR. Most content is streamed over the home network. Public Knowledge's senior staff attorney, John Bergmayer says, "Comcast's actions could result in fewer online video choices for viewers nationwide, while increasing its dominance as a video gatekeeper. If its behavior persists, prices will go up, the number of choices will go down, creators will have a harder time reaching an audience, and viewers will have a harder time accessing diverse and independent programming." -
MPEG LA Announces Call For DASH Patents
An anonymous reader writes: The MPEG LA has announced a call for patents essential to the Dynamic Adaptive Streaming over HTTP (or DASH) standard. According to the MPEG LA's press release, "Market adoption of DASH technology standards has increased to the point where the market would benefit from the availability of a convenient nondiscriminatory, nonexclusive worldwide one-stop patent pool license." The newly formed MPEG-DASH patent pool's licensing program will allegedly offer the market "efficient access to this important technology." -
HEVC Advance Announces H.265 Royalty Rates, Raises Some Hackles
An anonymous reader writes: The HEVC Advance patent pool has announced the royalty rates for their patent license for HEVC (aka H.265) video. HEVC users must pay these fees in addition to the license fees payable to the competing MPEG LA HEVC patent pool. With HEVC Advance's fees targeting 0.5% of content owner revenue which could translate to licensing costs of over $100M a year for companies like Facebook and Netflix, Dan Rayburn from Streaming Media advocates that "content owners band together and agree not to license from HEVC Advance" in the hope that "HEVC Advance will fail in the market and be forced to change strategy, or change their terms to be fair and reasonable." John Carmack, Oculus VR CTO, has cited the new patent license as a reason to end his efforts to encode VR video with H.265. -
Verizon Tells Customer He Needs 75Mbps For Smoother Netflix Video
An anonymous reader writes: Verizon recently told a customer that upgrading his 50Mbps service to 75Mbps would result in smoother streaming of Netflix video. Of course, that's not true — Netflix streams at a rate of about 3.5 Mbps on average for Verizon's fiber service, so there's more than enough headroom either way. But this customer was an analyst for the online video industry, so he did some testing and snapped some screenshots for evidence. He fired up 10 concurrent streams of a Game of Thrones episode and found only 29Mbps of connection being used. This guy was savvy enough to see through Verizon's BS, but I'm sure there are millions of customers who wouldn't bat an eye at the statements they were making. The analyst "believes that the sales pitch he received is not just an isolated incident, since he got the same pitch from three sales reps over the phone and one online." -
MPEG LA Says 12 Parties Have Essential WebM Patents
suraj.sun tips this report from the H Online: "The hopes that the VP8 codec at the heart of Google's open source WebM video standard would remain unchallenged in the patent arena are diminishing after the MPEG LA says 12 parties hold patents that its evaluators consider essential to the codec. ... No VP8 patent pool has been formed yet; the MPEG LA says it met with the patent holders in late June and is 'continuing to facilitate that discussion' but the decision to form a pool is up to the patent holders. ... Google responded to the MPEG LA's interview saying it is 'firmly committed to the project and establishing an open codec for HTML5 video' and noting the April launch of the WebM CCL, a community cross-licencing agreement for essential WebM related patents." -

OSNews writes, 'Earlier this year, Google finally did what many of us hoped it would do: release the VP8 codec as open source. It became part of the WebM project, which combines VP8 video with Vorbis audio in a Matroshka container. The product manager for the WebM project, John Luther, gave an update on the status of the project (PDF) — and it's doing great.'" -
